असर दिखाएगी साख पर सवाल उठाने वालों पर आयोग की सख्ती

सत्ता के लिए छटपटा रही कांग्रेस के असल प्रमुख राहुल गांधी की यात्रा ‘चौकीदार चोर है’ से ‘वोट चोरी’ तक पहुंच गई है। ‘चौकीदार चोर है’ को लेकर अदालत में माफी मांग चुके राहुल गांधी के सामने पहले की ही तरह संकट आ गया है। वोट चोरी की अवधारणा को जिस तथ्य के आधार पर वे भारतीय जनमानस में परोसने की कोशिश में जुटे हैं, उस तथ्य के जनक ने ना सिर्फ अपना तथ्य वाला ट्वीट डिलीट कर दिया है, बल्कि एक तरह से माफी भी मांग ली है। यह बात और है कि इस तथ्य के जनक और सीएसडीएस-लोकनीति के निदेशक संजय कुमार की माफी से चुनाव आयोग नहीं पसीजा है।

मुख्य चुनाव आयुक्त ज्ञानेश कुमार के निर्देश पर संजय कुमार के खिलाफ लोक प्रतिनिधित्व कानून और भारतीय न्याय संहिता के तहत मामला दर्ज हो गया है। यहां यह बताना जरूरी है कि अगर संजय कुमार पर देश को भड़काने, चुनावी आंकड़ों में हेराफेरी करके देश को गुमराह करने का आरोप साबित होता है तो सात साल तक की सजा हो सकती है। दिलचस्प यह है कि कांग्रेस के बड़बोले प्रवक्ता पवन खेड़ा भी अपना ट्वीट डिलीट करके मैदान से भाग खड़े हुए हैं। हालांकि राहुल गांधी बिहार की धरती पर अपने तेजस्वी भाई के साथ अब भी इसी नैरेटिव के साथ घूम रहे हैं। चुनाव आयोग के रूख से नहीं लगता कि वे वोट चोरी के कथित आरोप और चुनावी आंकड़ों की हेराफेरी को लेकर मामला दर्ज कराने जा रहा है। लेकिन इतना तय है कि चुनाव आयोग के रडार पर कुछ और लोग, उनके पिछलग्गू यू ट्यूबर और कुछ पत्रकार भी हैं। आयोग उनकी गलतबयानियों पर गौर कर रहा है और लगता ऐसा है कि उनके खिलाफ भी मामले दर्ज किए जाएंगे।

इस हालत में सवाल उठता है कि क्या राहुल गांधी एक बार फिर ‘चौकीदार चोर है’ को लेकर जिस तरह माफी मांग चुके हैं, वैसे क्या ‘वोट चोरी’ को लेकर भी माफी मांगेंगे? चूंकि वे देश के पहले राजनीतिक परिवार के वारिस हैं, लिहाजा हो सकता है कि माफी ना मांगने की हवाबाजी करें। ठीक है कि उनके खिलाफ आयोग सीधे मामला ना दर्ज करना चाहे, लेकिन आयोग के तथ्यों और संजय कुमार के रणछोड़ कदम की बुनियाद पर कोई न कोई व्यक्ति अदालत की शरण में जा सकता है। ऐसे में राहुल के सामने माफी मांगने की ही नौबत आएगी। अपनी जो अदालती और प्रशासनिक प्रक्रिया है, उसमें अगर ऐसी ही गलती कोई आम आदमी करता तो उसे प्रशासनिक तबका अब तक सूली पर चढ़ा होता और अदालतें भी उसे दंडित करने में कसर नहीं छोड़तीं। लेकिन राहुल के साथ ऐसा नहीं होगा, वे माफी मांगेंगे और कांग्रेसी राज से चापलूसी करने वाला मीडिया का एक तबका उस क्षमा याचना को विशिष्ट बताते हुए उसे महानता का नया महाकाव्य बताने लगेगा। फिर भी कह सकते हैं कि चुनाव आयोग के इस कदम का असर तीखा होगा।

वैसे से अभी तक स्पष्ट नहीं हुआ है, लेकिन लगता है कि डीप स्टेट भारतीय चुनाव आयोग को साखहीन बनाकर भारत की चुनावी प्रक्रिया को बदनाम करने की कोशिश में ठीक वैसे ही है, जैसे बांग्लादेश में हुआ। जिस तरह बांग्लादेश में इस बुनियाद पर शेख हसीना का तख्तापलट हुआ, कुछ ऐसा ही करने की मंशा डीप स्टेट को ‘वोट चोरी’ के नैरेटिव के बहाने दिख रही है। ऐसे में चुनाव आयोग से ऐसे ही जरूरी कदम की अपेक्षा थी। उम्मीद की जानी चाहिए कि आयोग के इस कदम से शरारती तत्व बाज आएंगे। वैसे आयोग को बड़े नेताओं को भी खुला और कड़ा जवाब देना होगा। उसका तरीका क्या हो, यह उसे ही तय करना होगा।

It is another matter that the Election Commission has not been moved by the apology of Sanjay Kumar, the originator of this fact and director of CSDS-Lokniti.

On the instructions of Chief Election Commissioner Gyanesh Kumar, a case has been registered against Sanjay Kumar under the Representation of People Act and the Indian Justice Code. It is important to mention here that if the allegation of Sanjay Kumar inciting the country, misleading the country by manipulating the election data is proved, then he can be sentenced to up to seven years. Interestingly, Congress’s loudmouth spokesperson Pawan Khera has also deleted his tweet and fled from the field. However, Rahul Gandhi is still roaming around Bihar with the same narrative along with his brother Tejashwi. The attitude of the Election Commission does not seem to indicate that it is going to register a case regarding the alleged allegations of vote theft and manipulation of election data. But it is certain that some other people, their followers YouTubers and some journalists are also on the radar of the Election Commission. The Commission is looking into their false statements and it seems that cases will be registered against them too.

In this situation, the question arises whether Rahul Gandhi will apologize once again for ‘vote theft’ in the same way as he has already apologized for ‘Chowkidar Chor Hai’? Since he is the heir of the country’s first political family, it is possible that he may boast of not apologizing. It is okay that the commission may not want to file a case against him directly, but on the basis of the commission’s facts and Sanjay Kumar’s Ranchhod Kadam, someone or the other can approach the court. In such a situation, Rahul will have to apologize. In our judicial and administrative process, if a common man had made a similar mistake, he would have been crucified by the administrative section by now and the courts would also have left no stone unturned to punish him. But this will not happen with Rahul, he will apologize and a section of the media, which has been flattering since the Congress rule, will call that apology unique and start calling it a new epic of greatness. Still, it can be said that the impact of this step of the Election Commission will be sharp.

Although it is not clear yet, but it seems that the deep state is trying to defame the electoral process of India by making the Election Commission of India discreditable, just like it happened in Bangladesh. Just as Sheikh Hasina was overthrown in Bangladesh on this basis, the deep state seems to be trying to do something similar using the narrative of ‘vote theft’. In such a situation, such a necessary step was expected from the Election Commission. It should be hoped that this step of the commission will deter mischievous elements. However, the commission will have to give an open and strict answer to the big leaders as well. It will have to decide the method.
