जयपुर 22, अगस्त। मुख्य सचिव श्री सुधांश पंत ने अधिकारियों को सरकार की मंशा के अनुरूप योजनाओं, विकास कार्यो व जन अभाव अभियोगों का समयबद्ध निस्तारण कर गुड गर्वेनेंस अंतिम छोर तक पहुंचाने की दिशा में सजगता और सकारात्मकता के साथ कार्य करने के निर्देश दिए हैं।
मुख्य सचिव ने शुक्रवार को अलवर कलेक्ट्रेट सभागार में जिला स्तरीय अधिकारियों की समीक्षा बैठक में ये निर्देश दिए। बैठक में उन्होंने केन्द्र व राज्य सरकार की योजनाओं, विकास कार्यों,बजट घोषणाओं,जिले की कानून व्यवस्था, ई-फाईलिंग, राजस्व अर्जन, संपर्क पोर्टल, स्वच्छता अभियान की प्रगति, अवैध खनन व अवैध शराब पर लगाम, नशे की रोकथाम, अधिकारियों के निरीक्षण व मॉनिटरिंग, विद्युत व पेयजल आपूर्ति, राजस्व प्रकरणों, स्किल अपग्रेडेशन व राईजिंग राजस्थान एमओयू प्रगति सहित विभिन्न विषयों की विस्तृत समीक्षा की।
कलेक्ट्रेट की तर्ज पर सभी विभाग करें ई-फाइल पर कार्य—
मुख्य सचिव ने अधिकारियों से पिछले माह में निस्तारित की गई फाइलों की संख्या, औसत निस्तारण समय, संचयी कुल फाइल संख्या एवं औसत निस्तारण समय की जानकारी ली। जिसमें कलेक्ट्रेट का ई-फाइल निस्तारण का समय औसत समय करीब एक घण्टा मिला। उन्होंने अन्य विभागों के अधिकारियों को निर्देश दिए कि कलेक्ट्रेट की तर्ज पर ई-फाइलिंग कार्य करें। उन्होंने जिला कलक्टर को निर्देश दिए कि विभागों के औसत निस्तारण समय को कम करने के लिए साप्ताहिक मॉनिटरिंग करें। जिन अधिकारियों का औसत निस्तारण समय अधिक पाया गया, उन्हें सार्वजनिक उपयोगिताओं एवं जन सेवाओं में विलंब न करने तथा गुणवत्ता युक्त निस्तारण सुनिश्चित करने के निर्देश दिए, कम समय में फाइल निस्तारण करने वाले अधिकारियों की सराहना की । उन्होंने ई-फाइल प्रणाली की उपयोगिता पर कहा कि यह सुविधा इतनी लचीली है कि अधिकारी मोबाइल फोन से भी किसी भी समय, किसी भी स्थान से निस्तारण कर सकते हैं। इसलिए इसे गंभीरता से अपनाना आवश्यक है। राजकीय कार्यों में दक्षता बढ़ाने के लिए ई-फाईलिंग सिस्टम पर कार्य करें। आमजन को केन्द्र में रखकर गुणवत्तापूर्ण निस्तारण किया जाए।
अवैध गतिविधियों व नशीले पदार्थो पर लगाए पूर्णतः नियंत्रण
उन्होंने जिलें में अवैध खनन व अवैध शराब के विरूद्ध निरन्तर संयुक्त कार्रवाई कर इस पर पूर्णतः लगाम लगाने के निर्देश दिए। उन्होंने जिले की कानून व्यवस्था की समीक्षा कर पुलिस अधीक्षक को निर्देश दिए कि जिला प्रशासन से समन्वय रख जिले में कानून व्यवस्था पर पूर्णतः नियंत्रण रखें। सूचना तंत्र को मजबूत व एक्टिव मोड रखें। साइबर क्राइम, संगठित अपराध आदि पर लगाम लगाने के लिए विशेष कार्य योजना बनाकर कार्य करें।
महिला अपराधों पर चर्चा करते हुए उन्होंने थानों में संचालित महिला डेस्क एवं कालिका पेट्रोलिंग यूनिट की प्रणाली को और प्रभावी बनाने के निर्देश दिए तथा संवेदनशील होकर कार्य करने की आवश्यकता बताई।
उन्होंने निर्देश दिए कि जिले में नशीले पदार्थों की रोकथाम के लिए लगातार कार्रवाई करें। इस बारे में जागरूकता अभियान भी चलाएं।उन्होंने कहा कि सीएलजी मीटिंग नियमित रूप से आयोजित की जाए।
राजस्व अर्जन को बढायें,एमओयू को धरातल पर उतारें—
मुख्य सचिव ने वाणिज्य कर, खनिज, आबकारी, परिवहन व रजिस्ट्रेशन व स्टॉम्प विभागों की समीक्षा कर निर्धारित लक्ष्यों के अनुरूप राजस्व अर्जन वसूली बढ़ाने पर बल दिया। उन्होंने राइजिंग राजस्थान समिट के दौरान अलवर जिले के सम्बंध में किये गये एमओयू की प्रगति की समीक्षा की। उन्होंने जिला कलक्टर को निर्देश दिए कि सभी एमओयू को धरातल पर लाने के लिए प्रभावी मॉनिटरिंग करें। उन्होंने संबंधित विभागों के अधिकारियों को निर्देश दिए कि एमओयू की समीक्षा कर उसे समयबद्ध रूप से धरातल पर लायें। जिले में भू-रूपान्तरण के प्ररकरणें को शत-प्रतिशत किये जाने पर सराहना की, साथ ही म्यूटेशन के प्रकरणों का निस्तारण निर्धारित समय सीमा में करने के निर्देश दिए।
फ्लैगशिप योजनाओं में रैकिंग सुधारने पर दिया बल—
उन्होंने योजनाओं विशेषकर फ्लैगशिप योजनाओं की समीक्षा की। इनमें जिले की रैकिंग को संतोषजनक बताते हुए इसे सुधारने पर बल दिया। उन्होंने बजट घोषणाओं के तहत भूमि आंवटन के शत-प्रतिशत प्रकरणों के निस्तारण किये जाने पर सराहना की। उन्होंने निर्देश दिए कि बजट घोषणाओं का क्रियान्वयन गुणवत्ता के साथ समयबद्ध रूप से सुनिश्चित किया जाए। उन्होंने राजस्थान संपर्क पोर्टल के प्रकरणों की समीक्षा की, जिसमें जिले की स्थिति अच्छी मिली। उन्होंने कहा कि परिवेदनाओं के निस्तारण में सतुष्टि स्तर में वृद्धि करें। उन्होंने निर्देश दिए कि आमजन की परिवेदनाएं प्राप्त होने के बाद उनका नियमानुसार त्वरित निस्तारण किया जाए।
राजकीय दायित्व सजगता के साथ करें निर्वहन, स्किल को नियमित करें अपडेट—
उन्होंने अधिकारियों से कहा कि राज्य सेवा में कार्य करने का जो अवसर मिला है, उसका सदुपयोग करते हुए पूरी निष्ठा, ईमानदारी व सजगता के साथ अपने दायित्वों का निर्वहन करें। नियमित तौर पर अपने स्किल में सुधार उसे अपग्रेड करें। उन्होंने ने आई-गोट कर्मयोगी ऑनलाइन ट्रेनिंग पोर्टल पर जिले के शत-प्रतिशत कार्मिकों के रजिस्ट्रेशन होने व उससे ट्रेनिंग लेने की अच्छी प्रगति की सराहना की। उन्होंने विभागीय अधिकारियों को निर्देश दिए कि विभागीय नॉर्म के अनुरूप दौरे, निरीक्षण व रात्रि ठहराव आदि कर फील्ड में एक्टिव रहकर कार्य करें। उन्होंने कहा कि सामाजिक सुरक्षा व महिलाओं आदि विषयों पर संवेदनशीलता के साथ समस्याओं का त्वरित निराकरण करें। उन्होंने कर्मभूमि से मातृभूमि योजना के तहत जल संरक्षण के कार्यो में और प्रगति लाने तथा हरियालो राजस्थान अभियान में लक्ष्य से अधिक पौधारोपण होने पर सराहना करते हुए कहा कि लगाये गये पौधों का संरक्षण किया जाना सुनिश्चित करें।
मिनी सचिवालय में राजीविका स्टॉल व वात्स्लय केन्द्र का किया अवलोकन—
श्री पंत ने मिनी सचिवालय के भू-तल पर स्थित राजीविका स्टॉल का अवलोकन कर कहा कि राजीविका के स्वयं सहायता समूह की महिलाओं को इस प्रकार का प्लेटफॉर्म उपलब्ध कराना सराहनीय कार्य है।
उन्होंने राजीविका के डीपीएम से कहा कि इस स्टॉल पर मिनी सचिवालय के कार्मिकों के काम आ सकने वाले हस्तनिर्मित फाईल कवर आदि भी रखे जाए। इसके उपरान्त प्रथम तल पर वात्स्लय केन्द्र का अवलोकन किया। केयरटेकर ने बताया कि जिला कलक्टर के इस नवाचार से यहां की महिला कार्मिकों के बच्चों व आने वाली फरियादी महिलाओं के बच्चों के ठहरने की उचित व्यवस्था है। यहॉ चाइल्ड फ्रैंडली फर्नीचर, खिलौने व खेल-खेल में सीखने के उपकरण भी है।
जिला कलक्टर डॉ. आर्तिका शुक्ला ने जिले में संचालित योजनाओं, विकास कार्यो, ई-फाइल व्यवस्था, संपर्क पोर्टल, राजस्व अर्जन सहित विभागों के महत्वपूर्ण कार्यों की प्रजेंटेशन देकर मुख्य सचिव को विश्वास दिलाया कि बैठक में दिए गए दिशा-निर्देशों की जिले में समयबद्ध पालना सुनिश्चित कराई जाएगी। पुलिस अधीक्षक श्री सुधीर चौधरी ने जिले की कानून व्यवस्था व साइबर अपराध पर नियंत्रण के लिए चलाये जा रहे अभियान आदि से अवगत करवाया।

Rajasthan News: Chief Secretary took a review meeting of the schemes, development works and law and order being run in Alwar district
Chief Secretary Shri Sudhansh Pant’s visit to Alwar
Jaipur 22, August. Chief Secretary Shri Sudhansh Pant has instructed the officers to work with alertness and positivity towards taking good governance to the last end by timely disposal of schemes, development works and public grievances in accordance with the intention of the government.
The Chief Secretary gave these instructions in the review meeting of district level officers in Alwar Collectorate Auditorium on Friday. In the meeting, he did a detailed review of various subjects including central and state government schemes, development works, budget announcements, law and order of the district, e-filing, revenue generation, Sampark Portal, progress of Swachhata Abhiyan, curbing illegal mining and illegal liquor, prevention of drug addiction, inspection and monitoring of officers, electricity and drinking water supply, revenue cases, skill upgradation and Rising Rajasthan MoU progress.
All departments should work on e-file on the lines of Collectorate—
The Chief Secretary took information from the officers about the number of files disposed of in the last month, average disposal time, cumulative total number of files and average disposal time. In which the average time of e-file disposal of the Collectorate was found to be about one hour. He instructed the officers of other departments to do e-filing work on the lines of the Collectorate. He instructed the District Collector to do weekly monitoring to reduce the average disposal time of the departments. The officers whose average disposal time was found to be high were instructed not to delay public utilities and public services and to ensure quality disposal, and praised the officers who disposed of files in less time. On the utility of the e-file system, he said that this facility is so flexible that officers can dispose of files from mobile phones at any time, from any place. Therefore, it is necessary to adopt it seriously. Work on e-filing system to increase efficiency in government work. Quality disposal should be done by keeping the common man at the center.
Complete control over illegal activities and narcotics—
He directed to completely curb illegal mining and illegal liquor in the district by taking continuous joint action against it. He reviewed the law and order of the district and directed the Superintendent of Police to keep complete control over law and order in the district by coordinating with the district administration. Keep the information system strong and in active mode. Work by making a special action plan to curb cyber crime, organized crime etc.
While discussing crimes against women, he directed to make the system of Mahila Desk and Kalika Patrolling Unit operating in police stations more effective and told the need to work sensitively.
He directed to take continuous action to prevent narcotics in the district. Also run awareness campaigns in this regard. He said that CLG meetings should be held regularly.
Increase revenue generation, implement MoU on ground—
The Chief Secretary reviewed the Commercial Tax, Mineral, Excise, Transport and Registration and Stamp departments and emphasized on increasing revenue generation collection in accordance with the set targets. He reviewed the progress of the MoUs made in relation to Alwar district during the Rising Rajasthan Summit. He directed the District Collector to do effective monitoring to bring all the MoUs on the ground. He directed the officials of the concerned departments to review the MoUs and bring them on the ground in a time bound manner. He praised the 100% completion of land conversion cases in the district, and also directed to dispose of the mutation cases within the stipulated time frame.
Emphasis laid on improving the ranking in flagship schemes –
He reviewed the schemes, especially the flagship schemes. Describing the ranking of the district as satisfactory, he stressed on improving it. He praised the disposal of 100% cases of land allotment under the budget announcements. He directed that the implementation of budget announcements should be ensured in a time bound manner with quality. He reviewed the cases of Rajasthan Sampark Portal, in which the condition of the district was found to be good. He said that the satisfaction level should be increased in the disposal of the petitions. He instructed that after receiving the grievances of the common man, they should be resolved promptly as per the rules.
Perform state duties with alertness, update skills regularly—
He told the officers that by making good use of the opportunity of working in the state service, discharge your duties with full devotion, honesty and alertness. Improve and upgrade your skills regularly. He appreciated the good progress of 100% personnel of the district registering on the I-Got Karmayogi online training portal and taking training from it. He instructed the departmental officers to remain active in the field by doing tours, inspections and overnight stays etc. as per the departmental norms. He said that problems should be resolved promptly with sensitivity on topics like social security and women etc. He appreciated bringing more progress in the work of water conservation under the Karmabhoomi to Matribhoomi scheme and planting more saplings than the target in the Hariyalo Rajasthan campaign and said that the plants planted should be protected.
