जयपुर, 22 अगस्त। उपमुख्यमंत्री डॉ. प्रेमचंद बैरवा ने शुक्रवार को शासन सचिवालय में परिवहन, उच्च शिक्षा एवं आयुष विभाग के अधिकारियों की अलग-अलग बैठकें लेकर इन विभागों द्वारा संचालित विभिन्न योजनाओं, गत 2 राज्य बजटों में घोषित कार्यों की प्रगति व अन्य बिन्दुओं की समीक्षा कर आवश्यक दिशा-निर्देश दिए।
परिवहन विभाग की बैठक में डॉ. बैरवा ने कहा कि मुख्यमंत्री श्री भजनलाल शर्मा के नेतृत्व में राज्य सरकार परिवहन सेवाओं को अधिक सुरक्षित, सुलभ और पारदर्शी बनाने के लिए प्रतिबद्ध है। उन्होंने विभागीय अधिकारियों को निर्देश दिए कि सड़क सुरक्षा उपायों को और सख्ती से लागू करें तथा परिवहन नियमों के उल्लंघन पर प्रभावी कार्रवाई सुनिश्चित करें। उन्होंने इंटीग्रेटेड रोड एक्सीडेंट डेटा बेस, इलेक्ट्रॉनिक डिटेल्ड एक्सीडेंट रिपोर्ट तथा क्राइम एंड क्रिमिनल ट्रैकिंग नेटवर्क एंड सिस्टम के इंटीग्रेशन के माध्यम से सड़क हादसों की नियमित मॉनिटरिंग करने के निर्देश दिए।
डॉ. बैरवा ने ड्राइविंग टेस्ट ट्रैक्स के निर्माण कार्यों में तेजी लाकर निश्चित समय सीमा में पूरा करने के निर्देश दिए।
उपमुख्यमंत्री ने बीकानेर स्थित इंस्टिट्यूट ऑफ ड्राइविंग ट्रेनिंग रिसर्च सेंटर की लंबित डीपीआर शीघ्र तैयार करने के निर्देश दिए। साथ ही झुंझुनू, बाड़मेर एवं पाली में ड्राइवर ट्रेनिंग सेंटर्स की स्थापना के लिए प्राप्त आवेदनों का परीक्षण शीघ्र पूरा करने पर जोर दिया। उन्होंने कहा कि अपने कर्तव्यों की पालना में लापरवाही बरतने वाले राजकीय कार्मिक आमजन के कार्यों में बाधा उत्पन्न करते हैं, इसलिए जिन अधिकारियों के विरुद्ध जाँच प्रकरण लंबित हैं, उनका समय पर निस्तारण किया जाए।
बैठक में अधिकारियों ने बताया कि एनएचएआई की एम्बुलेंस सेवाओं का राज्य की 108 आपातकालीन सेवाओं से एकीकरण कार्य पूरा कर लिया गया है। आपातकालीन सेवाओं में सुधार के लिए नई 25 एडवांस लाइफ सपोर्ट एम्बुलेंस खरीदी गई हैं। प्रदेश के सभी राजकीय स्वास्थ्य केन्द्रों एवं अस्पतालों की जीआईएस मैपिंग का कार्य भी पूरा हो चुका है। इसके साथ ही राजस्थान वाहन स्क्रेपिंग नीति-2025 का प्रारूप तैयार कर प्रशासनिक स्वीकृति हेतु भेजा गया है। बैठक में यह भी बताया गया कि प्रदेश के 34 जिलों में ऑटोमेटेड ड्राइविंग टेस्ट ट्रैक का कार्य पूर्ण कर लिया गया है।
गुणवत्तायुक्त दवाईयों की उपलब्धता सुनिश्चत की जाए
उपमुख्यमंत्री डॉ. प्रेमचंद बैरवा ने आयुर्वेद, योग व प्राकृतिक चिकित्सा, यूनानी, सिद्धा एवं होम्योपैथी (आयुष) विभाग के कार्यों, योजनाओं की समीक्षा करते हुए प्रदेश के समस्त आयुष औषधालयों एवं चिकित्सालयों में गुणवत्तायुक्त दवाईयों की उपलब्धता सुनिश्चत करने के निर्देश दिए। डॉ. बैरवा ने आरोग्य मेला, शिविर, स्कूल हैल्थ कैम्प, केपेसिटी बिल्डिंग प्रोग्राम तथा चिकित्सा शिविरों के नियमित आयोजन कर आयुष चिकित्सा सेवाओं से जन सामान्य को अधिकाधिक जोड़ने के निर्देश दिए। उन्होंने पंचकर्म चिकित्सा, आंचल प्रसूता केन्द्र सहित सभी विशिष्ठ चिकित्सा सेवाओं को और अधिक सुदृढ़ करने के निर्देश दिए। इस दौरान उन्होंने राष्ट्रीय आयुष मिशन के अन्तर्गत अर्जित उपलब्धियों, बजट घोषणाओं की प्रगति सहित विभिन्न कार्यों की समीक्षा कर आवश्यक दिशा-निर्देश दिए।
बैठक में प्रमुख शासन सचिव, आयुर्वेद एवं भारतीय चिकित्सा पद्धति श्री सुबीर कुमार ने बताया कि वित्तीय वर्ष 2024-25 में आयुर्वेद में 1 करोड 62 लाख 78 हजार 460, होम्योपैथी में 30 लाख 18 हजार 42, युनानी में 9 लाख 84 हजार 593, योग एवं प्राकृतिक में 2 लाख 12 हजार 868 सहित कुल 2.05 करोड़ रोगियों ने आयुष चिकित्सा सेवाओं का लाभ लिया है। इस दौरान विगागीय अधिकारी उपस्थित रहे।
340 विद्यार्थियों को देश-विदेश में दिलवाई उच्च एवं तकनीकी शिक्षा –
उपमुख्यमंत्री ने कहा कि राज्य सरकार गुणवत्तापूर्ण शिक्षा के लिए प्रतिबद्ध है और इसके लिए विभाग की सभी बजट घोषणाओं की समयबद्ध पालना सुनिश्चित की जाएगी। उन्होंने अधिकारियों को निर्देश दिए कि स्वीकृत नवीन पॉलिटेक्निक महाविद्यालय भवनों का निर्माण तय समय सीमा में पूरा किया जाए ताकि विद्यार्थियों को शीघ्र सुविधा मिल सके।
उन्होंने स्वामी विवेकानंद स्कॉलरशिप फॉर अकेडमिक एक्सीलेंस योजना की प्रगति की समीक्षा की। उन्होंने कहा कि इस योजना का अधिक से अधिक पात्र छात्र-छात्राओं तक लाभ पहुँचाया जाए। बैठक में बताया गया कि वर्ष 2024-25 में कुल 340 विद्यार्थियों को इस योजना से लाभान्वित किया गया है।
छात्रवृत्ति योजनाओं की प्रगति की समीक्षा
डॉ. बैरवा ने विभाग की विभिन्न छात्रवृत्ति योजनाओं की प्रगति की समीक्षा करते हुए लंबित आवेदनों का शीघ्र निस्तारण करने के निर्देश दिए। उन्होंने कहा कि आर्थिक भार के कारण कोई भी विद्यार्थी गुणवत्तायुक्त शिक्षा से वंचित ना रहे। उन्होंने निर्देश दिए कि जिन महाविद्यालयों में विद्यार्थियों की संख्या अधिक है, वहाँ अनुभवी गेस्ट फैकल्टी की सेवाएँ ली जाएँ।
बैठक में अधिकारियों ने अवगत कराया कि तकनीकी शिक्षा के क्षेत्र में बालिकाओं को प्रोत्साहन देने के लिए 500 स्कूटी के क्रय एवं वितरण हेतु निविदा आमंत्रित की जा चुकी है। साथ ही 153 राजकीय महाविद्यालयों में स्मार्ट क्लासरूम और 35 महाविद्यालयों में आईसीटी लैब्स हेतु वित्तीय स्वीकृति जारी कर निविदा प्रक्रियाधीन है।
भवन निर्माण एवं रिपेयर कार्यों के लिए 29.34 करोड़ रुपये
इसके अतिरिक्त 21 राजकीय महाविद्यालयों के भवन निर्माण एवं रिपेयर कार्यों के लिए 29.34 करोड़ रुपये से अधिक की स्वीकृति प्रदान की गई है। वहीं सिरोही, भीलवाड़ा, राजसमंद एवं सवाई माधोपुर में नवीन कृषि महाविद्यालय खोलने हेतु प्रशासनिक एवं वित्तीय स्वीकृति जारी कर अग्रिम कार्यवाही की जा रही है। बैठक में परिवहन, आयुष और उच्च एवं तकनीकी शिक्षा विभाग के वरिष्ठ अधिकारी उपस्थित रहें।
Deputy Chief Minister Dr. Bairwa held a review meeting of Transport, Higher Education and AYUSH Departments
Jaipur, 22 August. Deputy Chief Minister Dr. Premchand Bairwa held separate meetings of the officials of Transport, Higher Education and AYUSH Departments at the Government Secretariat on Friday and reviewed the various schemes run by these departments, the progress of the works announced in the last 2 state budgets and other points and gave necessary guidelines.
In the meeting of the Transport Department, Dr. Bairwa said that the state government under the leadership of Chief Minister Shri Bhajanlal Sharma is committed to making transport services more safe, accessible and transparent. He directed the departmental officials to implement road safety measures more strictly and ensure effective action on violation of transport rules. He directed to regularly monitor road accidents through the integration of Integrated Road Accident Data Base, Electronic Detailed Accident Report and Crime and Criminal Tracking Network and System.
Dr. Bairwa directed to expedite the construction work of driving test tracks and complete it within the stipulated time frame.
The Deputy Chief Minister directed to prepare the pending DPR of the Institute of Driving Training Research Center located in Bikaner soon. Also, he stressed on completing the examination of the applications received for the establishment of driver training centers in Jhunjhunu, Barmer and Pali soon. He said that the government personnel who are negligent in performing their duties create obstacles in the work of the common people, so the investigation cases against the officers who have pending should be disposed of on time.
In the meeting, the officials informed that the integration of NHAI’s ambulance services with the 108 emergency services of the state has been completed. New 25 advanced life support ambulances have been purchased to improve emergency services. The work of GIS mapping of all the government health centers and hospitals of the state has also been completed. Along with this, the draft of Rajasthan Vehicle Scrapping Policy-2025 has been prepared and sent for administrative approval. It was also told in the meeting that the work of automated driving test track has been completed in 34 districts of the state.
Availability of quality medicines should be ensured-
Deputy Chief Minister Dr. Premchand Bairwa reviewed the works and schemes of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH) Department and directed to ensure availability of quality medicines in all AYUSH dispensaries and hospitals of the state. Dr. Bairwa directed to connect the general public with AYUSH medical services by regularly organizing Arogya Mela, Camps, School Health Camps, Capacity Building Programs and Medical Camps. He directed to further strengthen all special medical services including Panchkarma Chikitsa, Anchal Maternity Center. During this, he reviewed various works including achievements made under National AYUSH Mission, progress of budget announcements and gave necessary guidelines.
In the meeting, Principal Secretary, Ayurveda and Indian System of Medicine, Mr. Subir Kumar informed that in the financial year 2024-25, a total of 2.05 crore patients have availed AYUSH medical services including 1 crore 62 lakh 78 thousand 460 in Ayurveda, 30 lakh 18 thousand 42 in homeopathy, 9 lakh 84 thousand 593 in Unani, 2 lakh 12 thousand 868 in Yoga and Natural. During this, departmental officers were present.
In the year 2024-25, 340 students were given higher and technical education in the country and abroad –
The Deputy Chief Minister said that the state government is committed to quality education and for this, timely compliance of all the budget announcements of the department will be ensured. He directed the officials to complete the construction of the approved new polytechnic college buildings within the stipulated time frame so that the students can get the facility soon.
He reviewed the progress of Swami Vivekananda Scholarship for Academic Excellence Scheme. He said that the benefits of this scheme should be extended to as many eligible students as possible. It was told in the meeting that in the year 2024-25, a total of 340 students have been benefited from this scheme.
Dr. Bairwa reviewed the progress of various scholarship schemes of the department and directed to dispose of the pending applications soon. He said that no student should be deprived of quality education due to financial burden. He directed that the services of experienced guest faculty should be taken in those colleges where the number of students is high.
In the meeting, the officials informed that to encourage girls in the field of technical education, tender has been invited for the purchase and distribution of 500 scooties. Also, the tender process is under process by issuing financial approval for smart classrooms in 153 government colleges and ICT labs in 35 colleges.
Apart from this, approval of more than Rs 29.34 crore has been given for building construction and repair works of 21 government colleges. At the same time, further action is being taken by issuing administrative and financial approval for opening new agricultural colleges in Sirohi, Bhilwara, Rajsamand and Sawai Madhopur.
Senior officials of Transport, AYUSH and Higher and Technical Education Department were present in the meeting.
